These ads are going to be different than the traditional ads users are used to, which you are able to skip if desired. The new ad breaks will allegedly be “a few seconds long and unskippable,” as noted here in this related article. As a result, users will be unable to scroll down their feed until the ad has been completed. Ad break testing has allegedly already begun in countries such as Canada, with some users already experiencing this new update as noted in the article linked above. The new ads will feature a timer letting the user know how much time is left on the ad.
